The landscape of cannabis legislation in the United States is rapidly evolving, and the latest development is the introduction of the CURE Act. The introduction of the CURE Act comes at a time when the Senate Banking Committee is expected to hold a markup session on the SAFE Banking Act later this month. This act aims to protect financial institutions that provide services to cannabis-related businesses from federal penalties.


In addition to these standalone bills, members of both chambers are considering including cannabis-related amendments in multiple must-pass appropriations bills. This move signifies the growing acceptance and normalization of cannabis use in the United States.


Already, the Senate has added language in the National Defense Authorization Act to prevent intelligence service employees from being denied security clearances for past cannabis use. This is a significant development, as it acknowledges that past cannabis use should not be a barrier to serving in the intelligence community.


Furthermore, both chambers have approved provisions in the Military Construction, Veterans Affairs and Related Agencies (MilCon/VA) spending bill that will, for the first time, allow VA doctors to recommend medical cannabis to their patients in accordance with state laws. This is a monumental step forward, as it recognizes the potential therapeutic benefits of cannabis for veterans.


The CURE Act, along with the other cannabis-related legislative developments, represents a significant shift in the perception and treatment of cannabis use in the United States. It acknowledges that responsible cannabis use should not be a barrier to employment or security clearances, and it provides a path for those who have been unfairly discriminated against in the past to seek justice.
